Taking a UK Driving Test as an Immigrant
What you need to know
- •Designated country licences can be exchanged without a test.
- •Non-designated country licence holders can drive for 12 months then must take the UK test.
- •The UK test involves a theory test (£23) and a practical test (£62).
- •Apply for a provisional licence first if you need to take the test.
Whether you can exchange your foreign licence or need to take the UK test depends on your country of origin. Designated countries allow exchange; others require the full UK theory and practical tests. This guide covers both routes and the costs involved.

Using Your Foreign Licence
When you first become a UK resident, you can drive on your foreign driving licence for 12 months. After 12 months, you must either exchange it (if eligible) or obtain a UK licence by passing the UK driving test.
Check the GOV.UK designated countries list to see if your licence can be exchanged.
Exchange Route (Designated Countries)
Licences from designated countries can be exchanged directly. These include EU/EEA countries, Australia, Canada, New Zealand, Japan, South Korea, Switzerland, and several others. The process involves:
- Complete form D1 (available from the Post Office or DVLA)
- Send your foreign licence, passport-size photo, proof of identity, and the fee
- Your UK licence arrives by post, usually within 3 weeks
Test Route (Non-Designated Countries)
If your licence is from a non-designated country, you must take the UK test:
- Apply for a provisional licence (£34). You need this before you can take the test
- Take driving lessons. Even experienced drivers benefit from lessons to learn UK road rules
- Pass the theory test (£23). 50 multiple choice questions and a hazard perception test
- Pass the practical test (£62). Approximately 40 minutes of driving with an examiner

Preparing for the Theory Test
The theory test covers the Highway Code, road signs, and safe driving practices. Study materials are available from the DVSA and various apps. The hazard perception section involves watching video clips and clicking when you spot developing hazards.
Preparing for the Practical Test
The practical test assesses your ability to drive safely on UK roads. Key areas include:
- Driving in various road conditions
- Navigating roundabouts (a common challenge for immigrants)
- Independent driving using sat-nav or road signs
- Performing manoeuvres (reversing, parking)
- Driving on the left side of the road
Professional driving lessons are highly recommended, even if you have years of driving experience in your home country.
Costs Summary
- Provisional licence: £34
- Theory test: £23
- Practical test: £62 (weekday) or £75 (evening/weekend)
- Driving lessons: £25 to £40 per hour (typically 10 to 20 hours needed)
Factor these into your cost of living budget. A driving licence is also useful for accessing more job opportunities and for your general work options in the UK.
Insurance
Car insurance in the UK is mandatory. As a new driver in the UK (even with overseas experience), your insurance premiums may be high initially. Some insurers accept overseas no-claims bonuses. Shop around for quotes from multiple providers.
