How Council Tax Works

Council tax is charged per property by your local council. Properties are placed in bands (A to H in England and Scotland, A to I in Wales) based on their estimated value in April 1991. Band A properties pay the least and Band H the most.

The person liable for council tax is usually the resident occupier. If you rent, you are normally liable (not your landlord), unless you live in a house of multiple occupation (HMO) where the landlord pays.

Registering for Council Tax

When you move into a new property, contact your local council to register for council tax. You usually need to provide your name, move-in date, and property address. Most councils allow online registration.

You can pay monthly by direct debit (usually over 10 months), by bank transfer, or at a PayPoint outlet. Paying by direct debit is the most convenient method.

Discounts and Exemptions

  • Single person discount (25%): If you are the only adult in the property. Apply to your council
  • Full-time students: Exempt if all residents are full-time students. You need a student status letter from your institution
  • Empty property: Some councils offer discounts on empty properties for a limited period
  • Severe mental impairment: People with certain conditions may be disregarded for council tax purposes
  • Council tax reduction: Available for those on low incomes. Note that in England this may be classified as a public fund

What Happens If You Do Not Pay

If you do not pay council tax, your council will take enforcement action:

  1. A reminder notice
  2. A court summons (with additional costs)
  3. A liability order from the magistrates' court
  4. Potential enforcement through bailiffs, deductions from wages, or benefits

If you are struggling to pay, contact your council immediately. They may be able to offer a payment plan or direct you to council tax reduction support.

Council Tax and Immigration Status

Council tax is not classified as a public fund. Everyone living in the UK must pay it regardless of immigration status. However, council tax reduction (a means-tested discount) is classified as a public fund in England. If you have no recourse to public funds, you cannot claim council tax reduction in England, though the rules differ in Scotland, Wales, and Northern Ireland.
