Driving on Your Foreign Licence

When you first arrive in the UK on a visa, you can drive using your existing foreign driving licence. The rules are:

  • Your foreign licence must be valid (not expired)
  • You can drive vehicles that your licence covers
  • You must drive on the left side of the road (if you are from a country that drives on the right)
  • Your entitlement to drive on your foreign licence lasts for 12 months from the date you became a UK resident

If your licence is not in English, you should carry an International Driving Permit (IDP) or an official translation alongside your licence, though this is not always strictly required.

Insurance is essential. You must have at least third-party motor insurance to drive in the UK. When arranging insurance, tell the insurer about your foreign licence. Some insurers specialise in covering drivers with overseas licences.

The 12-Month Rule

The 12-month clock starts from the day you become "normally resident" in the UK. This is usually the date you arrive to live here (not the date on your visa).

After 12 months, you cannot legally drive on your foreign licence. If you are caught driving without a valid UK licence after this point:

  • You could be fined up to £1,000
  • You could receive penalty points (which would go on your record when you eventually get a UK licence)
  • Your insurance would be invalid, which is a separate and more serious offence

Plan ahead. Start the exchange process or driving test preparation well before your 12 months are up.

Exchanging Your Licence (Designated Countries)

If your country has a licence exchange agreement with the UK, you can swap your foreign licence for a UK one without taking a test. Countries with exchange agreements include:

  • All EU and EEA countries
  • Australia, Barbados, British Virgin Islands, Canada
  • Falkland Islands, Faroe Islands, Gibraltar, Hong Kong
  • Japan, Monaco, New Zealand, Republic of Korea
  • Singapore, South Africa, Switzerland, Zimbabwe

How to Exchange

  1. Apply online at GOV.UK or by post using form D1 (available at Post Offices).
  2. Provide documents: Your foreign licence, your passport, proof of address, and a passport-style photograph.
  3. Pay the fee: Currently £43.
  4. Send your foreign licence to the DVLA. They keep it (some countries allow you to reclaim it when you leave the UK).
  5. Receive your UK licence. Processing takes approximately 3 weeks. Your licence will be posted to your UK address.

Taking the UK Driving Test

If your country does not have an exchange agreement, you need to pass the UK driving test. This involves two parts:

Theory Test

  • 50 multiple-choice questions on the Highway Code, road signs, and driving rules
  • A hazard perception test (video clips where you identify developing hazards)
  • Pass marks: 43 out of 50 for multiple choice, 44 out of 75 for hazard perception
  • Cost: £23
  • Book at GOV.UK

Practical Test

  • Approximately 40 minutes of driving on public roads
  • Includes independent driving, reversing manoeuvres, and an eyesight check
  • You must use a car with dual controls (typically from a driving school)
  • Cost: £62 (weekdays) or £75 (evenings, weekends, bank holidays)
  • You must pass the theory test before you can book the practical

Before taking the test, you need a provisional UK driving licence. Apply for one through GOV.UK. The provisional licence costs £34 and lets you practise with a qualified instructor or supervising driver.

UK Driving Licence as ID

Beyond driving, a UK driving licence is one of the most widely accepted forms of photo ID in the UK. It is useful for:

  • Opening bank accounts
  • Collecting parcels
  • Age verification (buying alcohol, entering venues)
  • Domestic travel (as ID at airports within the UK)

Even if you do not plan to drive, having a UK driving licence (or a provisional licence) is a convenient form of ID that avoids carrying your passport everywhere.

Driving Licence and Visa Expiry

Your UK driving licence may be issued with an expiry date that matches your visa expiry date. When you extend your visa, you can update your driving licence with the new expiry date.

If you gain ILR or British citizenship, you can update your licence to remove the visa-linked expiry, and it will be valid for the standard 10 years (for the photocard).
