Refugee to British Citizen: The Complete Path

Updated 10 March 202612 min read

What you need to know

  • The minimum timeline is approximately 6 years: 5 years to ILR, then 12 months to citizenship.
  • You must pass the Life in the UK test and meet English language requirements for both ILR and citizenship.
  • Continuous residence is crucial. Do not exceed 180 days absence in any 12-month period for ILR, or 90 days in the year before citizenship.
  • The Home Office reviews your refugee status before granting ILR. This is called the active review.
  • British citizenship gives you a UK passport, voting rights, and permanent security of status.

The path from refugee status to British citizenship typically takes a minimum of 6 years: 5 years to qualify for ILR, then 12 months with ILR before citizenship. At each stage there are specific requirements to meet, including the Life in the UK test, English language, continuous residence, and good character. This guide covers every step in detail.

The Three Stages

The journey from refugee to citizen has three distinct stages. Each has its own requirements, costs, and timeline. Understanding all three from the beginning helps you plan and avoid mistakes that could delay your progress.

  1. Stage 1: Refugee status (5 years). Live, work, and build your life in the UK.
  2. Stage 2: ILR (at least 12 months). Permanent settlement with no immigration conditions.
  3. Stage 3: Citizenship. Full British nationality with a UK passport.

Stage 1: Life with Refugee Status

After receiving refugee status, you have 5 years of leave to remain. During this time, focus on:

  • Finding work. You can work in any job without restrictions. Getting a National Insurance number is your first step. Our CV guide for immigrants can help with job applications.
  • Improving your English. You will need B1 English for ILR and citizenship. Start English classes as soon as possible. Free classes are available through many local colleges and charities.
  • Maintaining continuous residence. Do not spend more than 180 days outside the UK in any 12-month period. Keep a travel log.
  • Building community connections. Join local groups, volunteer, and engage with your community. This helps with integration and may also be relevant under the proposed ILR points system.
  • Bringing family. If your spouse or children are abroad, apply for family reunion as soon as possible.

Stage 2: Applying for ILR

After 5 years with refugee status, you can apply for ILR. The requirements are:

Before granting ILR, the Home Office conducts an active review of your refugee status. This is a check on whether conditions in your home country have changed to the point where you no longer need protection. If conditions have not significantly improved, your status is confirmed and ILR is granted. See our detailed guide to ILR for refugees for more on this process.

The ILR application costs 2,885 GBP per person in 2026 (check the latest ILR fees). Fee waivers may be available if you cannot afford the fee. The IHS is also payable unless you qualify for an exemption.

Stage 3: Applying for Citizenship

After holding ILR for at least 12 months, you can apply for British citizenship by naturalisation. The requirements are:

  • At least 12 months with ILR (if your spouse is British, you may not need ILR first)
  • Continuous residence in the UK for the 5 years before your application
  • No more than 90 days absent in the 12 months before your application (see citizenship absence rules)
  • Pass the Life in the UK test (if you have not already passed it for ILR within the last 18 months, you may need to retake it)
  • English at B1 level
  • Good character

The citizenship application fee is 1,344 GBP in 2026 (check current citizenship fees). After approval, you attend a citizenship ceremony where you take an oath or affirmation of allegiance and receive your certificate.

Total Costs

The total cost of the refugee-to-citizen journey in 2026 is approximately:

  • ILR application: 2,885 GBP (fee waivers may be available)
  • Life in the UK test: 50 GBP
  • English language test: 150-200 GBP (unless exempt)
  • Citizenship application: 1,344 GBP
  • Citizenship ceremony: included in application fee
  • First UK passport: 82.50 GBP (standard) or 93 GBP (online fast track)

The total is around 4,750 GBP, though fee waivers for ILR could reduce this significantly. See our guide to citizenship fee waivers for more information.

Common Challenges

Refugees face specific challenges on the path to citizenship that other applicants may not encounter:

  • Active review anxiety. The status review at the ILR stage can be stressful. If you are concerned, seek legal advice well before your ILR application.
  • Documentation gaps. If you lost documents when you fled, it can be harder to prove continuous residence or your identity. Keep every document you receive in the UK, including utility bills, payslips, and official letters.
  • Cost. The combined fees for ILR and citizenship are significant. Start saving early and explore fee waiver options.
  • English language. If English is not your first language, reaching B1 takes time. Start classes early in your refugee status period.

After Citizenship

Once you are a British citizen, you have the same rights as any other British citizen. You can apply for a UK passport, vote in all elections, stand for public office, and live in the UK permanently with no immigration conditions. You can also travel freely, including to your former home country if you choose.
